I believe this will be ACBL GCC legal, though unpopular. Is there a reason this would not be legal in ACBL land? Thank you -

I think the rules are I cannot agree to open any hand with less than 8HCP. So if I still want to open an hand with less than 8HCP how often am I allowed to do it before it is an agreement and therefore illegal?
